Measures to protect the UK’s food supply chain from deliberate terrorist attack.

The food supply chain is an attractive target for a terrorist attack. In the aftermath of the September 11, 2001 attacks, the World Health Organisation (WHO) openly stressed the risks associated with food terrorism. Of particular concern is:

“an act or threat of deliberate contamination of food for human consumption with biological, chemical or physical agents or radio-nuclear materials for the purpose of causing injury or death to civilian populations and/or disrupting social, economic or political stability.”

To help organisations reduce the likelihood of threat there are industry guidelines such as those provided in TACCP. Such guidelines however fall short in their understanding of the magnitude of the threat and offer only basic remedies that fail to address fully the true source of the threat – which is ‘people’.

Solution: ‘Know your people’


To help organisations ‘Know their people’ we implement a series of intelligence-led processes (INSIGHT) which are embedded in the organisation to identify individuals likely to pose a threat. Such processes draw immediate attention to those who have links to terrorism or at the very least identify those with links to criminal activity that has cause for ‘above average’ concern.

Using sophisticated methods of investigation we identify and eliminate threat before those with intent gain access to your framework.

Facial recognition technology ables us to prove an individuals identity – they are who they say they are. This also instils an additional layer of security to the due diligence and vetting protocols conducted by agencies supplying staff to FMCG manufacturers.

Using factual 2018 UK crime stats showing 4.6m reported crimes we see how INSIGHT compares to standard DBS checks.

  • Fig 1 shows the effectiveness of INSIGHT which can capture up to 78% of useful information.
  • Fig 2 shows a standard DBS check ‘spotlighting’ only 8% of available information.

Both charts (shown below) use the same base line percentage of crimes detected by the police at 52%, in 2018, but DBS checks reduce the base line as it can only use information in the public domain. This is generally (with some minor exceptions) only conviction data.

By only using public domain information, DBS checks capture just 8% of recorded crime data and no additional intelligence. (NB Only 10% of reported crimes end up in court with an 82% conviction rate).

This is how INSIGHT is different


By starting with the base line of detected crime standing at 52% of all recorded crime and adding intelligence from various agencies, the data capture is significantly greater than that available to a DBS check.

The limited ability of DBS checks is leaving companies widely exposed to potential risk. Different levels of INSIGHT investigations are provided below.

  2. Caution register check
  3. Confirmation of passport ID through facial recognition technology
  4. Proof of residence and ID check to Anti Money Laundering Regulations (AMLR) standards.

Insight+


An intermediate level service suitable for employees who have full access to identified vulnerable, high-risk areas. It consists of,

  1. Criminal records check
  2. Caution register check
  3. Confirmation of passport ID through facial recognition technology
  4. Proof of residence and ID check to AMLR standards
  5. Registered addicts check
  6. Credit check
  7. Passport check including European Criminal Records and International arrest warrant checks
  8. A certificate of Good Standing will be produced for each applicant where applicable.

Insight Investigation


A full intelligence-led due diligence investigation for individuals who have the ability to influence the economic status of your organisation. It includes,

  1. The full INSIGHT+ solution
  2. Employment trace and check
  3. Analysis of travel patterns
  4. Checks on linked corporate entities and associates
  5. Political affiliations/prescribed organisations checks
  6. Full intelligence overview.

INSIGHT cases are graded by a simple traffic light system as follows:
